2. Employment Policy, Procedure, and Services

2.1 Campus Mail
The Department of Telecommunications and Postal Services provides mail and
telephone services to the CSU community. United States mail is delivered
to this department in the Warehouse building (Rm.108). From this point,
it is distributed by campus messenger to the various buildings that
house faculty offices and mail boxes. This distribution of mail is an
allotted convenience to the faculty, since the main purpose of the boxes
is to facilitate internal communication of university-related business.
All non-university related materials to be distributed by campus
messenger must be approved by the vice-president for business and
finance, the vice-president for academic affairs, or the president prior

2.2 CSU Services Agreement
Applicants for part-time faculty positions must supply the university with official
transcripts for each of their college degrees, present the university
with an original social security card (which will be copied by the
university), and complete other employment forms before they will be
approved for teaching.
Columbus State University is responsible for justifying and documenting the qualifications of its faculty. The recommendation of the Southern Associate for Colleges and Universities (SACS), the regional accrediting body, is as follows:
Credential Guidelines:
- Faculty teaching general education courses at the undergraduate level: doctor's or master's degree in the teaching discipline or master's degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline).
- Faculty teaching associate degree courses designed for transfer to a baccalaureate degree: doctor's or master's degree in the teaching discipline or master's degree with a concentration in the teaching discipline (a minimum of 18 graduate semester hours in the teaching discipline).
- Faculty teaching associate degree courses not designed for transfer to the baccalaureate degree: bachelor's degree in the teaching discipline, or associate's degree and demonstrated competencies in the teaching discipline.
- Faculty teaching baccalaureate courses: doctor's or master's degree in the teaching discipline or master's degree with a concentration in the teaching discipline (minimum of 18 graduate semester hours in the teaching discipline). At least 25 percent of the discipline course hours in each undergraduate major are taught by faculty members holding the terminal degree--usually the earned doctorate--in the discipline.
- Faculty teaching graduate and post-baccalaureate course work: earned doctorate/ terminal degree in the teaching discipline or a related discipline.
- Graduate teaching assistants: master's in the teaching discipline or 18 graduate semester hours in the teaching discipline, direct supervision by a faculty member experienced in the teaching discipline, regular in-service training, and planned and periodic evaluations.
2.3 Employment and Resignation
Non-tenured faculty and other non-tenured personnel employed under
written services agreements shall be employed only for the term
specified in the written services agreement. Subsequent or future
employment, if any, shall result solely from a separate offer and
acceptance requisite to execution of a new and distinct written services
agreement.
2.3.1 Dismissal
Provided that the institution has complied with procedural due process
requirement, any faculty member may be dismissed before the end of his
or her contract term for any of the following reasons:

Conviction or admission of guilt of a felony or of a crime involving
moral turpitude during the period of employment—or prior thereto if
the conviction or admission of guilt was willfully concealed.

Professional incompetence, neglect of duty, or default of academic
integrity in teaching, in research, or in scholarship

Unlawful manufacture, distribution, sale, use, or possession of
marijuana, a controlled substance, or other illegal dangerous drugs
as defined by Georgia laws; teaching or working under the influence
of alcohol which interferes with the faculty member's performance of
duty or his or her responsibilities to the institution or to his or
her profession.

Conviction or admission of guilt in a court proceeding of any
criminal drug offense.

Physical or mental incompetence as determined by law or by a medical
board of three or more licensed physicians and reviewed by a
committee of the faculty.
-
False swearing with respect to official documents filed with the
institution.
-
Disruption of any teaching, research, administrative, disciplinary,
public service, or other authorized activity.
-
Such other grounds for dismissal as may be specified in the statutes of
the institution and the policies of the Board of Regents.
2.4 Grievance Procedures
At the discretion of the president, part-time faculty may be excluded from
eligibility to file a complaint. However, a full explanation of
grievance procedures may be found in the
Faculty Handbook, Appendix IB.
2.5 ID Cards
To get an ID, new faculty members bring proof of their faculty status, which will
be supplied by Human Resources, to the ID room on the second floor of
the Davidson Student Center. The ID room is generally open M - Th 10:00
a.m. to 9:00 p.m., except during holidays. Summer hours may be shorter.

2.6 Keys
Office building keys can be obtained from Plant Operations (Rm.110). Requests
for keys should be submitted at least one day prior to picking up the
key(s). Faculty should turn-in a key request form that has been signed
by their supervisor. Faculty members should not exchange keys with other
faculty members. An employee terminating employment with the university
must return all keys to Plant Operations before leaving. In the event
that a key is requested for a student, the faculty supervisor is
required to co-sign the key request. The faculty member is responsible
for the key and should be sure that it is returned to Plant Operations
when no longer required or when the student leaves the university. For

2.7 Orientation
All part-time faculty members are required to complete an orientation with
Human Resources. An on-line orientation is available on the HR webpage

2.8 Parking
All motor vehicles parked on the campus require a parking tag. Part-time staff or
faculty members working on a semester basis will be issued a special
parking permit renewable each semester. Permits may be obtained at the
department of public safety.
If it becomes necessary to operate an unregistered vehicle on campus, a
temporary parking permit must be obtained from the department of public
safety. Temporary permits are free and can be issued for up to a
three-week period without renewal.
Designated parking areas are provided for visitors, faculty, and
students. Parking is not allowed on university roads and drives. The
speed limit on all roadways and in all parking lots at Columbus State
University is 15 mph. Pedestrians have the right-of-way at all times. No
Parking areas and Loading Zones are designated by yellow curbing or
posted signs.
Parking violations will result in a fine of $20.00 per citation and $50.00 for
unauthorized parking in spaces designated for the handicapped. Fines are
to be paid at the cashier's window on the first floor of University Hall
and should be cleared promptly.
Cars may be towed from the campus if blocking traffic or for any condition that
creates a safety hazard. The owner must pay any fee or release charge.
Faculty members cannot park in designated visitor spaces or in any reserved
spaces. Dependent members of the sponsor's family attending school and
driving the sponsor's vehicle must park in the student parking lots.
The department of public safety will assist faculty and staff members whose
vehicles need a battery jumpstart and will assist in unlocking doors
when keys are locked in the vehicle. The vehicle owner/driver must be
present and will be required to sign a responsibility release form prior
to services being rendered. The telephone number for assistance is

2.9 Payroll
Columbus State University reserves the right, whether in an individual case or more generally, to
alter, reduce, or eliminate any pay practice, policy, or benefit, in
whole or in part, without notice.
2.9.1 Pay Schedules
Part-time faculty are paid on the last working/banking day of the month. Part time faculty working
a full semester are paid the last four months of the semester worked.
For example, part time faculty working Fall semester will be paid at the
end of September, October, November and December and part time faculty
working Spring semester will be paid at the end of February, March,
April and May.
2.9.2 Pay Deposit Options
An Electronic Direct Deposit System is available for part time faculty. The Direct Deposit
Authorization form is available in the Human Resources Department.
Activation of direct deposit normally requires two pay periods. A change
of accounts or cancellation of Direct Deposit also requires two pay
periods. Paychecks for those who do not elect direct deposit will be
mailed to the employee’s home address. For those receiving their checks
by mail, it is important to notify Human Resources when changing
addresses.
2.9.3 Deductions

Certain deductions to include taxes and retirement contributions are required by law.

Georgia Defined Contribution Plan: Temporary, seasonal, and part-time employees must
contribute to the Georgia Defined Contribution Plan (GDCP), unless they

currently participate in TRS or the Employees' Retirement System (ERS)
-
are a retirement member of TRS or ERS;
-
are a full-time student; or
-
are employed under J-1 or F-1 visas.
The employee contribution rate is 7.5%. Employees who contribute to
the GDCP do NOT contribute to social security; therefore, there is no
social security coverage for GDCP covered positions.
2.10 Tickets for Campus Performances
Certain discounts are available on tickets for campus performances with a
Columbus State University I.D. Call the box office for information on
specific performances.
2.11 Worker's Compensation
The Georgia Workers’ Compensation Act covers all employees of Columbus State
University. The Act provides protection for the employee in the event of
injury or death while performing services for CSU. If an accident occurs
while on the job, the employee involved must report the accident
immediately to his/her supervisor regardless of whether medical
treatment is required. If medical treatment is necessary, the employee
is required to receive it from a physician on the approved panel of
physicians. See the Workers Compensation Panel of Physicians. Panels are
posted throughout the University or employees may contact Human
Resources for information. Medical care may be received in the nearest
Emergency Room only in the case of a life-threatening injury or an
injury occurring after normal office hours.
There is a seven-day waiting period before Workers’ Compensation will pay
lost-time benefits, and any available sick leave or vacation leave can
be used during that time. If sick or vacation leave is not available,
the first seven days will be without pay. If the employee is out of work
for 21 consecutive days following the injury, Workers’ Compensation will
reimburse at the allowable rate for the first seven days missed.
Workers’ Compensation provides benefits of 66 2/3% of the employee’s
average earnings up to a maximum benefit. All injuries/ accidents
reported to supervisors are forwarded to the Workers’ Compensation
representative in the Human Resources Department within 24 hours. The
report is forwarded to the Department of Administrative Services for
processing.
